The JNR Class C58 began production when Japan was already at war in the 1930s and ended just after their surrender in World War 2.
From 1938 until after World War 2 in 1947, Japanese Government Railways (JGR) and Japanese National Railways (JNR) took on service of the Class C58 steam locomotive for various railway duties. The design was original to engineer Hideo Shima (1901-1998), father of the first Japanese "Shinkansen" ("Bullet Train"). The locomotive's design was consistent with examples emerging from the West during the period and was produced by Kawasaki Heavy Industries (KHI) Rolling Stock Company and Kisha Seizo.

The locomotive was given a 2-6-2 wheel configuration in the Whyte classification system. Overall length reached 59.11 feet and weight was 100 tons. The general configuration of the unit set the driving cab over the rear of the frame with the cylindrical body over the middle-front. Headlamps were affixed to the frontal facing for low-level-light driving. The large roadwheels are easily identified along the sides of the frame, the smaller truck wheels less so as they remained buried behind structural outcroppings.

With its steam powerplant, the unit could reach rail speeds of 52 miles-per-hour (85 kmh), producing 27,700lb of tractive effort in the process.

The units actively ran until 1973 and just two remain operational in the world today (though many have been preserved throughout Japan).
